VII. RESOLUTIONS
– Authorize approval of Resolution 2026-45 to approve the hiring of part-time
Police Officer, Matthew Cordone. Rate is $28 per hour.
– Authorize approval of Resolution 2026-46 to approve the hiring of part-time
Police Officer, Jesse Davis. Rate is $28 per hour.
– Authorize approval of Resolution 2026-47 to approve a budget of $750 for Unity Day on Saturday, August 29 at Bosacco Park.
– Authorize approval of Resolution 2026-48 to approve Safe Corridors for Crossing Guard Services for the 26-27 school year. Contract is for $92,328 of which the School District pays 50% so cost to Colwyn is $46,164 (usually budgeted for $45,000 but should increase safety with a full complement of trained crossing guards). All Colwyn guards may apply to Safe Corridors, and all guards will be paid $16 per hour by Safe Corridors.
– Authorize approval of Resolution 2026-49 to approve the recommendation made by the Borough Engineer, MG Engineering, that the bid for Police Department Building Renovations Phase 1 be awarded to the lowest responsible bidder for Base Bid 2, L.J. Paolella Construction for the amount of $215,000. The contract is subject to approval of the Borough Solicitor and availability of grant funding.

RESOLUTION NO. 2026 – 49
BOROUGH OF COLWYN POLICE STATION RENOVATIONS – PHASE 1
Recommendation to Award
WHEREAS the bid for the Borough of Colwyn Police Station Renovations – Phase 1 advertised in the paper and due on July 30, 2026, 4:00 PM, prevailing time.
WHEREAS sealed bids were received online via the PENNBID Program, and the bids were as such:

WHEREAS bids were tabulated and there were no discrepancies found in the apparent low bidder for Base Bid 2, L.J. Paolella Construction. As per recommendation by the Borough Engineer that the bid be awarded to the lowest responsible bidder for Base Bid 2 L.J. Paolella Construction., subject to approval of the Borough Solicitor and availability of grant funding.
THEREFORE, BE IT RESOLVED, by the Council of the Borough of Colwyn, Delaware County, Pennsylvania, meeting in public session the 20th day of August, that L.J. Paolella Construction, be awarded the bid for the Borough of Colwyn Police Station Renovations – Phase 1.
